Job Title:  Military Buyer

General Purpose of Position:

Work involves all current buying activities related to ATI Military direct material purchases.  Includes X1100, X200, EFV and past model service purchases.  Scope: 2000 current production components, 600 EFV components over 130 Suppliers.  Focal point for administering to and adhering to procurement processes and protocols proscribed in FARS and ITAR for quoting and awards.    

Major Duties and Responsibilities:

·        Responsible for issuance and maintenance of all Contracts related to Military direct material purchases.

·        Work closely with PPM to actively manage all Military Team OS activity (quoting, contract amendments).

·        Work closely with Military Compliance Analyst (MCA) to ensure all Contracts are FARS and ITAR compliant prior to issuance of RFQ or award.

·        Drive cost reduction through leveraging with Direct Commodity Management Buyers.

·        Identify and proactively manage all high risk purchases and suppliers.  Engage management where necessary in a timely manner to escalate roadblocks or issues.

·        Negotiate Contracts that are FARS compliant.

·        Identify and secure any ITAR licenses and maintain (as necessary) for direct material suppliers.

·        Working with MCA, ensure process skills are up to date on FARS and ITAR principles.

·        Support responses to Military Proposals (ROM RFQ’s) as coordinated through MCA.

·        Report key metrics to management as required. 

·        Manage any  move / exit issues in Military direct purchases with Move/Exit Coordinator and  Purchasing management.

·        Source new business as required (ERRATA and new programs).

Skills and Abilities:

·        US Military buying experience (3 to 5 years).

·        Extensive working knowledge of FARS and ITAR as it relates to procurement.

·        Demonstrated ability to work under tight deadlines

·        Ability to develop and execute strategy.

·        Proficient in SAP.

·        College degree desired, or equivalent training in Military procurement

Commodity Buyer Dependent:

·                    Required to work closely with the Direct Buyers to gain an understanding of their commodity strategies, obtain guidance on the creation of Bid Lists, and leverage commercial volumes / business relationships with Military business in order to optimize source selections.
