  Sr LAN/WAN Technologist I Requisition ID 4255BR External Job Details The Network Controller/Operator II serves as a technical specialist responsible for monitoring, operating and managing the NORTEL OPTERA 3500, NET Promina, CISCO ONS 15454, CIENA CORESTREAMÃ’, SYCAMORE SN16000 Intelligent Switch, LARSCOM CSU/DSU, ADTRAN M13 MUX(s), and other associated transport equipment (such as modems, smart jacks, media converters, circuit switching units, data switching units, cryptographic equipment, routers, front-end processors, secure telephone switches, and PBX's).

The NCO/L2 is responsible to troubleshoot, restore, provide service, and oversee maintenance actions on the legacy and new Defense Information Systems Network (DISN) Core Networks. This includes performing pro-active monitoring of all circuit, trunk, node, and network level alarms and alerts to identify those components/elements, which may lead to or are already causing a network degradation or failure.

The operator accomplishes this through use of network management

system(s) such as PRESIDE AP, Panavue, NETMS, SARDIMSS, CISCO TRANSPORT MANAGER, CIENA ON-CENTERÃ’, SILVX MANAGER, TELENIUM, MicroMuse, INMS, and other Defense Information Systems Agency (DISA) associated assets on a continuous 24x7x365 (rotating shifts) basis.

The Network Controller/Operator II shall perform fault isolation and diagnostic/assessment functions to include: determination and execution of corrective action(s) on real-time basis; interface with functional users, as well as remote operations centers, in both routine and reactive monitoring situations; provide situational awareness to the designated authority (Systems Control Officer, SCO) for higher level management and Joint Task Force-Global Network Operations (JTF-GNO) visibility; accurately maintain logs and records (TMS Remedy) associated with reported problems or situations within their realm of responsibility, in accordance with, local guidance (Standard Operating Procedure, SOP); execute all reporting functions and data input associated with network management; monitor the security posture of the DISN network and report any suspected violations to designated authority; provide functional guidance, technical support, training and quality assurance/quality control to Level I personnel.

The controller will coordinate with configuration management and implementation entities (Tier II) to ensure optimum dissemination of information and network efficiency. They will perform operator level maintenance on all components/assets associated with network management systems on the DISN. They may also serve as shift supervisors ensuring all personnel are on shift when they are scheduled, and to provide technical assistance when required.

 

The Network Controller/Operator II should have an in-depth knowledge of the OSI Reference Model, specifically, the Physical Layer. This knowledge should include, but not limited to: DS1 and DS3 Transmission theory, Line Coding, Split-Ts, TNDS, Frequency and Time Division Multiplexing (FDM/TDM), SONET, G.709, Optical, and Course and Dense Wavelength Division Multiplexing (C/DWDM).

A comprehensive knowledge of transmission media and interfaces is also desired. This knowledge should also include, but not limited to: RS232, EIA530, RJ45, BNC, ST, SC, LC, Coaxial, Fiber Optic, Twisted Pair, Satellite, and Microwave.

 

Required Skills:

Have an in-depth knowledge of the OSI Reference Model.

Have a working knowledge of Optical Transport.

Candidate must have a SECRET clearance with upgrade eligibility to TOP SECRET.

The MTT/OTN NOC is a 24x7 operation and requires employees to work rotating shifts.

Desired Skills:

Should have strong communication skills and be able to follow written and verbal directions in order to work effectively in a Network Operation Center environment.

Working knowledge/skills with any of the hardware platforms is highly

desired: NORTEL OPTERA 3500, Promina, CISCO ONS 15454, CIENA CORESTREAM, SYCAMORE SN16000 Intelligent Switch.

Working knowledge/skills with any of the following software is highly

desired: PRESIDE AP, NETMS, SARDIMSS, CISCO TRANSPORT MANAGER, CIENA ON-CENTER, SILVX MANAGER, TELENIUM, MicroMuse, INMS, Remedy, Microsoft XP and Office.

Required Education (including Major):

AA degree in Computer Science, Information Systems, Engineering, Business, or other scientific or technical discipline directly related to the labor category + seven (7) years experience of which at least six

(6) years must be specialized.
