The Air Force is transforming its logistics business processes, systems, and organizational structures as part of the broader Department of Defense (DoD) effort to better support the warfighters. The AF logistics transformation initiative, Expeditionary Logistics for the 21st Century (eLog21), represents the Air Force’s commitment to transform current logistics processes. This transformation will offer vast improvements to the effectiveness (and costs) associated with logistics support to combat forces. eLog21 is the Air Force logistics roadmap to transformation. eLog21’s approach to transformation is that it cuts across stovepipes, thus eliminating burdensome processes and legacy systems used AF-wide. To implement eLog21 it was deemed necessary to transform AF logistics using a single enterprise-wide solution. This enterprise-wide ERP tool is called the Expeditionary Combat Support System (ECSS). ECSS will replace approximately 250 legacy systems supporting Air Force logistics functionality. ECSS will be comprised of 10+ integrated modules with a broad range of functionality. ECSS functionality includes Advanced Planning and Scheduling (APS), Material Management, Contracting and Logistics Finance, Configuration of Bill of Material (BOM), Repair and Maintenance, Product Lifecycle Management, Customer Relationship Management (CRM) and Order Management (OM), Distribution and Transportation, Decision Support, Facilities Management, Quality Control, Document Management, and Budgeting. The selected ECSS ERP commercial products (Oracle) will have both the capability and flexibility to support validated business needs. Existing business processes will have to change to effectively utilize commercially proven best practices embedded in the chosen product.

Program Manager
The following experience is required for the Program Manager:

 · Experience with successful implementation of Enterprise Resource Planning implementations.

 · Experience in information systems implementation. Must possess extensive experience planning and managing large-scale, complex projects and have demonstrated the ability to achieve desired results on schedule and within budget.

 · Experience in planning, directing, controlling, organizing, and coordinating the work activity of personnel involved in all aspects of a large-scale, complex project.

 · Experience implementing a quality assurance program to insure services and products conform to applicable standards.

 · Experience evaluating proposed computer systems to determine technical feasibility, implementation costs, operation costs, and functional adequacy.

 · Demonstrated knowledge of logistics management practices similar to the requirements of the solicitation.

 · Demonstrated strong verbal/written communication, interpersonal, and high-level analytical and problem solving skills.

 · Demonstrated the ability to think strategically, multi-task, understands processes, and work in a fast-paced, changing environment under extreme deadlines.

The following experience is desirable for the Program Manager:

 · Experience with eLog21 initiatives and Expeditionary Combat Support System (ECSS) initiatives.

 · Project Management Professional (PMP) certifications.

 · Experience leading successful implementation of Enterprise Resource Planning implementations.

 · Masters Degree in related field.
